欧盟与非加太集团成员之间的经济伙伴协定对国际合作发展体制具有重要的影响。欧盟除了坚持与非加太成员内部关系上的平等与互惠之外,还针对外部发展中大国全面引入最惠国条款,使得南南合作原有的制度优惠面临销蚀的威胁。中国作为最大的新兴经济体势必会受到影响,因此,有必要加强与其他发展中国家的联合,从政治、法律技术等方面加以回应,以维护多哈回合的发展主题。
