柔性化处置群体性事件之机制设计

群体性事件是一种古老却依然炽热的社会现象。群体性事件的屡次爆发已凸显出在刚性体制内解决该问题的局限性。柔性化处置具有理论和现实的可行性。应该创新以人为本的政府管理模式，健全多渠道利益诉求表达机制，构建多元化纠纷解决机制，建立社会稳定风险防控和评估机制。还需坚持法治原则和慎用警力原则。

Design on Mechanism of Flexible Handling of Mass Event

Mass event is an ancient social phenomenon, however, it always happens. Frequent mass event has been highlighted the limitations of solving the problem within the rigid system. Flexible handling has its theoretical and practical feasibility. Some measures should be taken such as innovating government management which adhering to “People-oriented”, perfecting a muhi-ehannel system for expression of interest demands, building a diversified dispute settlement mechanism as well as constructing control and evaluation mechanisms of social stability risk. Besides, the principles of rule of law and caution for using police are important.
