论警力资源的优化配置

警力是指警察的战斗力,既包括警察的数量,又包括警察的素质,以及对警察的组织指挥、警察装备、后勤保障等多种因素。在公安理论中认为,警察数量、警察科技和警务保障构成了警力质量的三大支柱,其中警察数量的相对数过低在当前是制约我国警务顺利进行的瓶颈所在,而警力之所以略显不足或显得不足,实际上是警务工作运作模式的问题。措施:1 体制上探索解决渠道;2 观念上倡导民力无穷;3 积极改革和走市场化的道路;4 加快警务改革。

On Ideal Allotment of the Police Forces

The police forces means the capacity of the police to fight crimes. The forces include numbers of the police, quality, command, equipment, rear-service and other factors. In the eye of public security theory, numbers, science and technology and rear-service of the police make up of the three columns that measure quality of the forces. The low relative numbers of the police impede the policing in China like the neck of a bottle. But the problem actually results from the operation modal of the police. Some responses to deal with the problem are as followed: seeking for ways in the system; being aware of endless power from the people; carrying out reforms connected with markets; promoting the policing reform.
