湖南农村养老保障的主要问题及对策思考

湖南农村经济发展还处于全国的中下水平,而人口和老龄人口又高于全国平均水平。湖南农村是在“未富先老”的情况下进入老龄化行列的,这就出现了许多需要解决的问题如养老资金不足、医疗保健匮乏、社会服务滞后、精神生活单调、法规落实欠缺。针对湖南农村养老保障的主要问题,提出五个方面的对策:拓展多元融资渠道;建立新型医疗体系;增加老人社会参与;注重农村精神慰籍;加大政府关注力度。

Questions and Keys of Social Security System for the Aged in Hunan Rural Areas

The Hunan rural economy development is lower than national level,but the population and the old-age population is higher than the national average level.Although the Hunan countryside is not wealthy,it has entered the aging ranks.This has produced many questions which need to solve.For example,the fund lack,the medical care is deficient,the social service is lagging,the spiritual life is monotonous,laws are short.Considering the main questions of social security system in Hunan countryside,we propose five aspect keys: develops the multi-dimensional financing channel;establishes the new medical system;increases the aged society to participation;pays great attention to the countryside spirit to console the nationality;enlarge government's attention to the security system.
