| 摘 要： | 从政策视角出发,保持政治稳定的三层政策战略包括:制定和执行合理的大众性政策,包括经济、社会、文化、司法、强力等方面的政策;制定和执行合理的政治性政策,包括政治力量吸收、执政党建设、民族、外交、政治危机处理、政治运行监督等方面的政策;制定和执行合理的知识分子政策,即政治教育政策,这与知识分子的政治参与特征有关,也与政治教育的特征有关。

| Abstract: | This paper discusses measurements for maintaining political stability from point of policy. It advocates three-level-policy strategy for maintaining political stability. The first level is reasonable mass policies of economy, society, culture ,jurisdiction, and violence. The second level is reasonable political policies of absorbing of political powers, construction of governing party, ethnicity, diplomacy, resolution of political crises, and supervision over political operation. The third one is reasonable political education policy that has close relation with the characteristics both of intellectual's political participation and of political education. |
