| 摘 要： | 注重制度建党，推进作风建设，既是我们党的建设的一条重要历史经验，又是当前完成两大历史性课题的迫切要求。党风建设的实质和要害是制度问题。当前必须积极推进包括干部制度、组织制度、权力运作制度在内的政治体制改革，切实从制度体系上保证和促进党的优良作风建设。

| Abstract: | It is an important historical experience in our party's construction to stress the construction through system and to promote the construction of workinf style;meanwhile,it is also the current urgent demand in completing the two historical projects.The crux and crucial question in the construction of party's working style is the question of system.At present,we must actively promote the reform of political system concerning leaders,organization and the operation of power so as to ensure and advance,from the system,the construction of our party's excellent style. |
