禁毒“三大战场”的成功实践与战略思考

自二十世纪八十年代以来 ,云南禁毒工作走过了艰难的历程 ,取得了辉煌的成就 ,总结出许多宝贵的经验。我国的禁毒工作要实现跨越式发展 ,就必须紧紧抓住毒品生产、流通和消费三个环节 ,扩大境内堵源截流、推进省内禁吸戒毒、开辟境外禁毒除源“三大战场”的战略思考。

Practice and Strategic Considerations on "Three Battlefields of Drug Control"

Drug control in Yunnan have gained great achievements and scores of good experience after going through hardships since 1980s. To accelerate the drug control greatly, three chain consists of production, circulation and consumption are to be in close control, which embody in cutting off the sources of drug inside the border; carrying through control in drug use and withdrawal within the province and opening a battlefield for removing sources outside the border.
