街头官僚理论视角下的高校辅导员自由裁量权研究

高校辅导员在学生工作中拥有较大的自由裁量权。目前高校辅导员在行使自由裁量权过程中存在故意失当和过失失当的问题。为了提高辅导员自由裁量权行使的质量,必须对辅导员加强责任和师德教育,加强法制教育,规范学生工作的相关程序,建立学生工作的集体决策制度。

The Discretion of College Counselors in the Perspective of Street Bureaucratic Theory

College counselors have greater discretion in the work with students.At present,college counselors have the intentional misconduct and negligent malpractice in the process of exercising discretion.To improve the quality of exercising discretion,college counselors must be made to strengthen the responsibility and the education in teacher＇s ethics,strengthen legal education,standardize student work procedures,and establish collective decision-making system of student work.
