基层指挥判断初探

基层指挥判断是公安机关的基层指挥人员对辖区内即时发生的案件、事件、事故的现状、发展趋势、所涉及的相关方面进行判定,进而作出指挥决断的思维形式。其以个体性、即时性、综合性、非程序性为主要特征,受到信息因素、个人经验因素的影响。因此,必须在提高基层指挥人员的经验素养上下功夫,在判断内容上以宁全勿漏、宁足勿紧、宁重勿轻和还可补救为原则。
