In order to guarantee judicial justice of procurator, questions such as the status, quality, rights protection of procurator should be resolved. The main questions discussed in this article are as follows:The relationship between judicial character and administrative character of prosecutive power and the relationship between procurato rindependence and the principle of integrating police and procurator should be handled correctly. The political, moral and professional quality of procurator should be improved. The relationship between legal responsibility of procurator and rights protection should be treated and handled properly.
