| 摘 要： | 该文分析了新型农村合作医疗制度在四川的实施情况,指出目前新农合制度在实施中主要存在一定问题:一是新农合制度的资金筹集难、筹资成本高；二是新农合制度实施门诊统筹,对农民参保积极性有负面影响；三是新农合经办能力不足、运行成本较高、运行效率偏低；四是乡镇尤其是乡村医生医疗服务水平偏低；五是村级医疗机构定位不明确,村医待遇低,养老无保障；六是基本药物制度尚不完善,新农合信息平台建设还需加强等.为妥善解决前述问题,促进农村居民更好享有医疗保障,提出相应解决措施.
