以开放系统理论的视野推进大部制建设

实行大部制是中国中央和地方政府未来机构改革的方向,但是,大部制的实施需要以一定条件为基础。推进大部制改革不能仅局限于行政系统内部,而是应当采取开放系统理论的观点,解决好行政系统内部和外部的相关问题。在行政系统内部,实施大部制涉及准确的职能定位、科学的权责划分、协调的部门关系、适当的组织规模和合理的机构编制;而在行政系统外部,则取决于成熟的市场经济、完善的规则体系、发达的民间组织和健全的信用体系。只有上述问题得以解决,相关条件具备,才能使大部制建设真正取得实效。
