Looking not far into the future

The center, which focuses on telecommunications policy issues and research, is part of Duke University’s Institute of Policy Sciences and Public Affairs. He has been assistant secretary for communications and information, and administrator of the National Telecommunications and Information Administration in the Department of Commerce. Most of his career was spent at the Federal Communications Commission, where he was general counsel and, subsequently, special assistant to the chairman.
