日韩自由贸易区的实质性进展与谈判旷日持久的迹象

以2003年12月到2004年11月举行的6次谈判为标志,日韩FTA已进入了实质性的发展阶段。然而,日韩FTA谈判的进展并不顺利,现已搁浅,出现了旷日持久的迹象。由于推动日韩自由贸易区实质性进展的有利因素,日韩FTA迟早会重开谈判,这是没有疑义的。不过,由于导致FTA谈判搁浅和旷日持久的深刻原因和重开谈判的阻力,何时重开谈判还是一个未知数。即使近期内能够重开谈判,谈判也不会一帆风顺地进行,说不定还会发生新的矛盾和挫折。

Substantive Progress and Prolonged Evidence of Negotiation in the Japanese -South Korea FTA

In the sign of six negotiations that were held during the period from December, 2003 to November, 2004, the Japan-South Korea FTA has already entered substantive developing stage. However, the progress of FTA negotiation is not smooth, which has already stranded now, and on the other hand, the prolonged evidence has appeared. Because the favorable factor of substantive progress in the Japanese-South Korea FTA, the negotiation must reopen sooner or later without any doubt. However, with the prolonged deep reason and the reopening resistance in negotiation, it is still uncertain when to reopen it. Even the negotiation can reopen in the near future, it will not be plain sailing either, and on the contrary, new contradiction and setback maybe will also happen.
