| 摘 要： | 合作是未来一段时期内民营企业响应地方政府行为的可行思路，但这种合作同样需要策略支持。企业与地方政府的合作是一种非完全共同利益群体的合作，本研究通过分析这种合作的内部机理解析了二者之间矛盾的根源，分析了其合作的模式以及提出了二者合作的共同目标在于区域的现代化发展，最后民营企业响应地方政府行为提出了策略选择。
