| 摘 要： | 本文通过制度经济学的视角，从制度经济学的基本命题预期收益超过预期成本才会导致制度变迁或创新出发，运用诱致制度变迁的五种因素，分析了中国政府缘何做出严格管制NGO发展的举措，并得出NGO的发展最终将依靠社会力量，而此种社会力量根植于公民社会的发展的结论。
