| 摘 要： | 本文通过对危机管理视角梳理,提出一个新的理论视角——危机管理跨省际合作,通过对建构这一机制的理论基础的阐述,发现这一机制存在的主要障碍,最终寻求合理途径提出相应对策。

| Abstract: | Based on the analysis from the perspective of crisis management,put forward a new theory angle of view-crisis management cooperation between provinces,based on the construction of the mechanism of the theory elaboration,thus found of the main existence obstacles of the mechanism,eventually seeking reasonable way to put forward the corresponding countermeasures. |
