摘    要:WTO体系下的各国政府为了适应新的生存条件 ,先后对传统的公务员制度进行了创新。中国加入WTO后 ,中国的公务员制度也必然要面临着诸多方面的严峻挑战。国情与环境的差别 ,决定了中西方公务员制度的改革与发展在目标、战略及具体措施上的不同。但由于共同的国际环境尤其是全球化的时代背景 ,加上人事管理过程的共性 ,西方文官制度改革的许多做法值得我们借鉴

Abstract:Under the WTO system , the governments successively brought forth new ideas in the traditional civil servant system to adapt to the new living conditions. The civil servant system must be faced with a serious challenges arising in China's entry into WTO. The unlikeness in the national conditions and circumstances determines the differences between Chinese and western countries in the reform and development of the civil servant system concerning the aims, the strategies and the measures . Having the common international circumstance and in particular the background of times to the globlization as well as the similar procedures of the personnel administration , the reform methods of the Western civil servant system afford us beneficial lessons .
