建立政府采购制度的客观依据与政策建议

具有公开性、法制性和竞争性的政府采购制度是现代市场经济的产物。国内外的财政实践表明,政府采购制度的实施,有利于提高公共资金效益,强化政府宏观调控,促进廉政建设,也是加入世贸组织(WTO)的需要。为此,本文就推行政府采购制度的必要性,政府采购制度的特点和内容框架的构建进行探讨,并在此基础上提出了建立和完善我国政府采购制试的若干政策建议。

Objective Basis of Establishing Government Procurement System and its Policy-suggestions

The system of government procurement is characteristic of publicity,legality and competition as an out- come of Modem Market Economy.The introduction of government procurement will improve efficiency of financial expen- diture,strengthen Macroeconomic regulatory and promote the building of honest and clean governments.It is also essen- tial for China's entry into WTO.The thesis approaches the government procurement from different angles such as necessi- ty,characters or structure.Further more the author puts forward some opinions and suggestions on establishment of the system of procurement.
