省直管自治县:完善民族区域自治制度的新路径

民族区域自治制度经过几十年的实施,使民族自治地方的经济文化有了较大发展,为逐步推动省直管自治县改革,完善民族区域自治制度做出有益探索。从宪法文本以及制度实践来看,省直管自治县契合三级管理体制,有利于充分保障自治权的落实,加快了民族自治地区城市化的步伐。今后还应该从总体上进一步规划自治县改革方案,将法治的精神要义注入其中,优化自治县在地方制度改革中的定位,从省级层面强化对改革实践的具体指导。

Provincial Governance of Autonomous Counties: A New Way to Improve the System of Regional National Autonomy

After decades of implementation,the system of regional ethnic autonomy has greatly developed the economy and culture of ethnic autonomous areas.It is a useful exploration to improve the system of regional ethnic autonomy by gradually promoting the reform of provincial autonomous counties.From the text of the Constitution and the practice of the system,provincial directly administered autonomous counties conform to the three-level management system,which is conducive to fully safeguarding the implementation of autonomy and speeding up the pace of urbanization in ethnic autonomous areas.In the future,we should plan the reform plan of autonomous counties as a whole,inject the spirit of rule of law into it,optimize the orientation of autonomous prefectures in local system reform,and strengthen the specific guidance of reform practice at the provincial level.
