乡村治理视角下民族地区村规民约的完善路径——以玉溪市红塔区为个案

当前乡村治理面临发展不均、利益分化、环境恶化、民风不正、干群冲突、群体性上访等严重影响社会稳定的问题和矛盾,民族地区表现尤为突出。要想实现全面建成小康社会和实施"乡村振兴"战略则必须有效化解上述问题,实现农村社会长治久安。文章以云南省玉溪市红塔区为例,运用实证研究的方法,以该地区近年来修订前后的新旧村规民约为研究对象,从乡村治理的视角进行深入剖析,从而发现该地区在修订完善村规民约、实现村民自治的具体实践中存在的问题及取得的经验和成绩。最后,得出进一步加强和创新农村社会治理的对策建议,为解决该地区乡村社会治理问题提供方法和路径的同时,对于全国条件类似的地区也将有一定的借鉴意义。

On the Improvement of Village Regulations and Regulations in Ethnic Areas From the Perspective of Rural Governance:Taking Hongta District of Yuxi City as an Example

At present, rural governance faces many problems and contradictions that seriously affect social stability, such as uneven development, differentiation of interests, deterioration of the environment, improper folk customs, conflicts between cadres and masses, and collective petitioning,especially in ethnic areas. In order to finish building a moderately prosperous society in an all-round way and implement the strategy of "rural revitalization", we must effectively resolve the above-mentioned situation and realize long-term peace and stability in rural society.This article takes Hongta District,Yuxi City, Yunnan Province as an example, uses the method of empirical research, takes the new and old village regulations before and after revision in this area as the research object, and carries on the thorough analysis from the angle of rural governance.In order to find the region in the revision and improvement of the rules and regulations of the villagers, the realization of the specific practice of villagers’ autonomy problems and achieved experience and achievements.Finally, to further strengthen and innovate the rural social governance countermeasures and suggestions, to solve the problem of rural social governance in the region to provide methods and paths, for similar conditions in the country will also have a certain reference significance.
