| 摘 要： | 辅警参与警察任务之执行并行使公权力有其必要性也有其弊端，而实施效果好坏关键看其规范程度。目前大陆在辅警队伍建设中尚存在立法不健全、法律定位不准、招录制度不完善、培训及福利权益保障不力等诸多问题，而我国台湾地区在辅警建设方面具有诸多创新经验和成熟做法，其法制化程度也比较高。论文通过对海峡两岸辅警制度建设情况进行比较研究，找出其差异，寻求其共性，分析其得失，以期为大陆辅警队伍尽快走上一条法制化规范化道路提供更多的台湾经验。

| Abstract: | The auxiliary police system has its necessity as well as disadvantages, whose standardization degree determines the practical result. In mainland China, there still exist many problems, such as imperfect legislation, inaccurate legal position, incomplete recruiting system and lack of welfare guarantee. While Taiwan has accumu- lated many experiences in this aspect, and its legalization level also is quite high. Through comparing the cross- strait auxiliary police systems, the author hereby tries to provide more Taiwan experiences for mainland China in standardizing the auxiliary police forces. |
