机动车单双号限行措施或者其他限制车辆出行的方法,不仅涉及面广,而且涉及诸多利益之间的冲突,同时,应当常态化或者不应当常态化的观点及其理据都未免过于简单化。在中国社会大步迈进法治化的今天,惟有以法治的思维、人权保障的理念,将其纳入法治的轨道,方可获得妥善解决。为此,本刊特约请四位学者从法理学、宪法学、行政法学和民商法学四个方面,对这一社会各界瞩目的问题进行研讨。
