| 摘 要： | 打击恐怖主义是当今国际社会的共识 ,但对恐怖主义活动的打击应在国际法律框架的约束下进行。尊重国家主权 ,加强国际合作 ,特别是要发挥联合国的主导作用 ,在这种条件下采取的反恐怖行动才能产生积极的效果。

| Abstract: | It is a common view in the international society to attack terrorism,but the attack should be carried out under the restraints of the frame of international laws and it is also essential to respect the state sovereign rights,to strengthen international cooperation,and especially to fully play the leading roles of U.N.(the United Nations).Only under such circumstances can the actions taken to attack terrorism be positive and effective. |
