行政许可的外部性初探

政府的行政许可行为同市场主体行为一样,都会产生大量的溢出效应,被称之为外部性。这种外部性的存在既不利于行政许可追求公共利益最大化的目标,也在一定程度上影响到了社会的公平,必须内部化。而征收类似庇古税等费用、明确产权、将更多行政许可的决策权交予民众、建立各地区间的利益协调机制是内部化的重要措施。

The action of administrative licensing of the government is the same as the behavior of market players,produces massive spillover effects,which called externality.The existence of the externality is not conducive to the pursuit of public benefit maximization,but also to some extent affects the social justice,it must be internalized.Collecting fees such as pigou tax,clearing property rights,giving more decision-making power of administrative licensing to citizens,and setting up interests of the coordination mechanism the across regions are the important measures of internalization.
