| 摘 要： | 一、新加坡双语教育政策有效执行的缘由 政策的制定并不等于问题的解决.从政策的规划和合法化到教育政策目标的实现,还存在着一个十分复杂的动态过程,即政策的执行.若缺乏行之有效的执行.再好的政策也只能是纸上谈兵①.任何政策的有效执行,都必须具备一定的条件,新加坡双语教育政策也不例外.该政策本身正确且操作性强、执行的行政制度富有权威、执行主体人员素质高、政策资源投入力度大以及执行文化和社会心理环境良好都是其成功推行的重要因素.教师
