Improving the Functioning of the Soviets of Working People's Deputies

V. I. Lenin saw a fundamental and necessary condition for transforming the life of society on socialist principles to lie in the constant strengthening of the Soviets and the socialist state, a strengthening which he also regarded as a dependable defense of the interests of the working class and of working people as a whole.
