The European Court Implements New Rules

Protocol No. 11 to the Convention for the Protection of Human Rights and Fundamental Freedoms came into force on 1 November 1998. In deference to the protocol, which has become an inseparable part of the Convention, a wide-ranging reform of the regulations governing the protection of human rights in Europe was implemented. The purpose of these changes was to improve the effectiveness of legal defense, to reduce the duration of cases, and to ensure the high-quality protection of human rights.
