刑事侦查与刑事技术的衔接与配合

长期以来,在刑事侦查工作中,普遍存在将"侦查员"与"技术员"的工作截然分开的现象。侦查员只负责外围调查访问、采取侦查措施、审查讯问等方面工作,很少去现场或根本不去现场;而技术人员的工作也只停留在现场勘查这一阶段,不能继续深入到下一步侦查工作中去。侦查和技术不能有机结合,这种做法违背了科学的认识规律,是值得商榷的。在现场勘查、审查讯问、发现和认定嫌疑人三个阶段,探究刑事侦查与刑事技术如何有效衔接,对提高破案率、培育新的破案增长点是大有裨益的。

Connection and Coordination of Criminal Investigation and Criminal Technology

The work of investigator and technician has been separated in criminal investigation for a long time.A investigator who rarely go to the criminal scene is only in charge of such works like investigating and visiting peripherally,taking investigative measures,review and interrogation.And a technician is only confined to the investigation at criminal scene and can't go further to the next step of investigation.It violates the scientific cognitive law and is worthy of discussing not to combine investigation and technology.Studying how to connect and coordinate investigation and technology is good for increasing case solving rate and cultivating new case solving growth point in the three stages of criminal scene investigation,reviw and interrogation,and finding and determining suspect.
