| 摘 要： | 本文通过分析环境友好社会的特征和意义、建设环境友好社会的基础和动力,阐明了加强环境友好型社会建设的必要性和重要性,提出了环境友好型社会的法制建设的指导思想、原则和基本理念。并对构建促进和保障环境友好社会建设的法律体系提出了具体意见。
