| Abstract: | Huaman resources development demands new ways at the times that the science and technology develops quickly, and oncoming knowledge economy as well as the tendency toward economic globalization accelerates continually. The kernel of human resources is to develop human capability. The foundation of human resources development is the accumulation and its efficiency of human capital. The trend of tapping human resources is to develop human capital-intensive industry. |
