| 摘 要： | 随着市场经济的发展，我国应该尽快确立和完善环境责任保险制度，明确其投保方式、承保机构。建立环境损害赔偿基金及相关制度。这样对完善我国环境法律体系，稳定社会经济秩序，防治环境污染具有深远意义。
