现行公安体制存在着诸多弊端，与市场经济体制不相适应，影响了公安工作效能的有效发挥和把派出所真正建设成综合性战斗实体目标的实现。因此，必须打破已有警种和部门的分割，消除头重脚轻的弊端，实现基层公安所队诸警种融合，组建新型、务实、高效的公安基层组织，发挥一加一大于二的效能。

The public security administrative system at present couldn't adapt to the market economy system andthere are many shortcomings in it.The efficiency of the public security work couldn't be developed effectively andthe aim of building the public security substations into the multi-functions combat entity couldn't be realized be-cause of the old public security system.So we must break the existing partition between the police sort and depart-ment,combine all kinds of police in the basic unites,found a new type,concrete and efficient basic public security u-nites in order to realize the integrated efficiency.
