少数民族村寨社区管理资源的利用与整合——以云南红河哈尼族村寨社区管理中二元结构形式为例

边疆少数民族地区的村寨社区管理中存在一种二元结构的形式,一是在乡镇政府机构领导下的党团组织和村民自治组织,二是少数民族传统文化中的各种民间组织,后者是边疆少数民族村寨解决矛盾纠纷、维护正常生产生活秩序不可替代的本土资源。充分利用与整合这些资源,对于边疆少数民族地区的和谐稳定及社会主义新农村的建设,对于少数民族传统文化的保护继承与发展,都有重要的意义。

The Utilization and Integration of the Management Resources of Minority Villages:A Case Study of the Dual Structure of Management at Hani Villages in Honghe Prefecture of Yunnan Province

There exists a dual structure in the village management in the border and minority area of China,one being the Party and Youth League organizations under the leadership of the town and township governments and the autonomous organizations of the villagers that are the irreplaceable local resources for maintaining the order of their life and production and for solving problems.The utilization and integration of such resources to the full will have great significance to the stability and construction of the new socialist countryside and the protection and inheritance of the minority cultures in the border and minority area of China.
