| 摘 要： | 群体性事件形式多样,成因复杂,具有区别于一般案件和矛盾纠纷的明显特征。预防和处置群体性事件要坚持科学发展观,以人为本,依法办事。各级、各部门要明确工作职责,提高解决纠纷的能力。法律法规应进一步明确规定对群体性事件的处置措施。

| Abstract: | The forms and causes of the group incidents are complex.It is different from the other common incidents and contradiction.We should insist on the scientific development concept,the People-oriented and accordance with the law to prevent and deal with the group incidents.The each department should definite the duties,and enhance the efficiency.The law also should provide the measures to deal with the group incidents. |
