论公共领导影响力

公共领导作为执政骨干,提升其执政能力是当前加强党的执政能力建设的关键,进而成为推进社会发展、构建和谐社会的重要措施。笔者认为公共领导的执政能力在很大程度上取决于领导力,而领导力又由影响力、决策力和执行力合成,其中影响力是牵头力。本文从一个新的视角诠释公共领导影响力,提出了公共领导影响力函数,并进而探讨了其基本变量权、威、势的主要蕴涵及提高方略。

The Influential Function of Public Leaders

To improve the administrative ability of public leaders,it is essential for the mainstay of administration to strengthen the building of administrative ability of the Party.It is an important measure of promoting social development and constructing harmonious society.The author holds that the administrative ability of public leaders depends on,to a great extent,the leadership's ability.The leadership's ability consists of influential ability,decision-making ability,and executive ability in which the influential ability is dominant.From a new perspective,this paper interprets the influential ability of public leaders,sets up a function of public leaders'influential ability,and then discusses implications of the basic variables of the function,such as right,prestige,and power,and strategies of promoting these variables.
