| 摘 要： | 监狱体制改革正沿着“全额保障、监企分开、收支分开、规范运行”的十六字目标不断深化。社会医疗体制改革同样在稳步推进,寻求一个又一个的突破。社会医疗和监狱体制改革为构建新型的监狱医疗管理机制提供了历史性的机遇。按照建设“公正、文明、廉洁、高效”的监狱运行机制要求,正确认识当前监狱医疗机制中存在的弊病,探索和创新发展监狱医疗管理机制是重要又迫切的现实课题。

| Abstract: | The jail reform is deepening according to the following principle:completely funded by government,separation jails from enterprises,separation income from payment and running legally.Meanwhile,the social medical system reform is advancing stably.The reform of social medical system and jail paved way for constructing new jail medical management system.We should acknowledge the drawbacks existing in present jails and then explore and innovate new management of jail medical system on the basis of the principle... |
