| 摘 要： | 专制主义制度从来是与恐怖方法联系在一起的。这种恐怖方式运用到整饬吏治上,就体现为通过各种手段提高治官之官御史震肃百僚的权威。中国古代御史任用的权威原则被长期坚持,在一定程度上发挥了规范整个官僚阶层、确保其权力正向运行的巨大作用。但是,御史的权威也产生了极大的消极影响。

| Abstract: | Institution of absolutism is always related to horrible means,which is shown by enhancing the authority of imperial officials in disciplining others by various means.The authoritative principle of appointing ancient Chinese officials is maintained for a long time and in a degree plays the important role of standardizing the whole bureaucratic class and safeguarding the positive operation of its powers.However,the authority of imperial officials brings forth large negative impact. |
