“非典”危机中的政府职责考量

处理各种危机或突发性事件，维持人民安居乐业的社会秩序，是政府不可或缺的重要职责和必备能力。面对此次异常严重的“非典”危机，中国政府表现出富于大局观的形势把握能力和危机处理能力，但也暴露出政府发布疫情信息一度不够及时、缺乏透明度，整体协调和应对重大危机的反应机制以及官员的考核和问责制度不够健全等问题。为此，应加快推进信息公开和政务公开，回应和保障公众的知情诉求；从体制上增强政府对非典事件的应急处理能力，建立完善危机管理体系；健全政府官员的考核和问责制度，疆化对权力的制约和责任的追究；在充分履行政府职责的同时注意发挥非政府组织的作用；加强国际交流，建立危机处理国际合作系统，从而促使政府更好地履行职责，完善公共管理体制，提升公共管理能力，体现服务型和责任型政府的本质要求。
