| 摘 要： | 界定非警务活动必须以警务活动为参照。公安机关及其人民警察实施非警务活动以不影响警务活动的正常开展为前提,能够实施的仅限于积极非警务活动,而且非警务活动是否实施应当由公安机关及其人民警察根据具体情况决定。实施非警务活动还要克服一些错误倾向,正确处理好一些与之相关的关系。

| Abstract: | The definition of non - police activities must refer to police activity. The implementation ot non police activities in public security organs should not affect the normal police activities, and only positive non - police activities can be implemented. Whether non - police activities can be implemented is decided by the public security organs and the police officers who are involved in specific police circumstances. The implementation of non - police activities needs to overcome some erroneous tendency, and correctly handle some associated relationships. |
