The Role of the European Union Budget in View of EU Enlargement

Institution:Maria Laura Seguiti holds a Ph.D. in Public Administration from the American University School of Public Affairs, Washington, DC. She is Professor of Public Administration at the Department of Economics and Geography, University of Cassino, Italy. Her fields of specialization are public administration, comparative public administration, governmental budgeting, and financial management. She is Vice-President of the Institute of European Studies A. De Gasperi in Rome and Director of Studies of the postgraduate school of the same institute. She is also a member of the scientific board of the "Seminario Permanente sui Controlli," a permanent consultative body of the Italian Court of Auditors.
Abstract:What is the role of the European Union (EU) budget in the upcoming EU enlargement? This article attempts to answer this question by focusing on the EU budgetary system before and after the enlargement. The analysis of the EU budget helps us understand the political and economic philosophy as well as the practical achievements of the European construction. The upcoming enlargement urges the elaboration of a new vision of Europe, its missions and democratic institutions, and the power sharing between the EU and its member states, with a consequent major reform of EU fiscal and budgetary discipline.
