论检察机关提起民事诉讼

检察机关为国家和社会公共利益提起民事诉讼的制度为当代大部分国家所拥有。我国目前并无此制。但国家和社会公共利益不断受到侵害的现实说明在我国建立这一制度有其必要性和紧迫性。

Views on Conducting Civil Proceedings by Procuratorial Institutions

The principle that procuratorial institutions conduct civil proceedings on behalf of the state or for the sake of public interests has been widely accepted by the major countries in the world, which, however, is not adapted nowadays in China. Nevertheless, constant infringement on the public interests of both the country and those of the whole society shows that it is essential and urgent to set up judicial principles that procuratorial institutions conduct civil proceedings.
