论加强军队依法管理干部

军队依法管理干部是依法治军的核心、重点和难点。我军经过７０多年的建设， 为依法管理干部打下了良好的现实基础。要实现依法管理干部的目标， 必须完备法律体系； 完善干部管理法的执行机构； 改进干部管理法律监督机制； 优化环境。从战略规划上分两个阶段实施。第一阶段： 用１０年左右时间， 完善法律框架体系， 形成工作机制， 建立良好模式。第二阶段： 用２０ 年左右时间， 完备优化法律体系， 优化运行机制，全面提高， 总体推进。
