扎实稳步推进广西新农村建设的对策思考

扎实稳步推进广西新农村建设,要做到“五坚持:”坚持以发展农村经济为中心;坚持体制机制创新;坚持以人为本;坚持科学规划、因地制宜、分类指导;坚持发挥各方面积极性。采取“五项措施:”加强农村基础设施建设,改善新农村建设的物质条件;加快发展农村教育事业,培养有文化、懂技术、会经营的新型农民;继续推进农业结构调整,发展“高产、优质、高效、生态、安全”农业;积极发展农村卫生事业,切实解决农民看病难的问题;加强农村党员干部教育培训工作,增强党员为群众服务的意识和能力。

To well push forward the construction of new countryside in Guangxi,we must stick to five "insists"-to insist on centering round developing countryside economy;to insist on innovating system and mechanism;to insist on putting human being at top priority;to insist on scientifically and properly planning;to insist on bringing the initiative of all parties into full play.In addition,we should adopt five kinds of " measures"-to strengthen the construction of infrastructure to develop the material condition in the countryside;to improve the education condition in countryside to make farmers educated and skilled;to well improve the agricultural structure to develop high outputting,advanced,high productive,ecologically balanced and safe agriculture;to improve the hygiene and healthcare condition in countryside to provide the farmers with necessary medical caring;to well educate and train the CPC members in the countryside to strengthen their administrative capability.
