| 摘 要： | 听证制度是协商民主的一种重要制度形式，它体现了协商民主的价值，彰显了协商民主的功能。但目前该制度在制度建设和实践操作层面都存在一些现实困境：包括适用范围、法律制度、程序规则、结果的影响力、信息渠道等方面。从协商民主的视角理性审视我国听证制度，有利于探索改善的具体途径，使其更好地促进社会主义民主政治建设。

| Abstract: | Hearing consnltation system is an important form of democracy, which reflects the value of deliberative democracy, demonstrated the functions of democratic consultation. But, as a new form of democracy, whether in the system building, or the practice of operation, there are some practical difficulties： the scope of application, the legal system, rules of procedure, the results of influence, information channcls, and so on.. We carefully examine our country hearing system from the dcliberative democracy＇s angle of view ,which can help us explore specific ways to improve it to better promote the development of socialist democracy. |
