| 摘 要： | The Chinese government attaches much importance to the protection of the rights and interests of the handicapped people. In 2001, it started to implement the Outlined Program for the Development of the Handicapped for 2001-2005. With the protection of the basic living and strengthening the grassroots handicapped people as the emphasis, the program sets the tasks and targets and main measures for the cause of the handicapped people during the tenth five-year plan period.
