美国“国际侨民接触”战略及其对我国侨务政策的启示

近年来,随着世界不少侨民大国对海外侨民的重视,美国政府也开始积极争取侨民,推出"国际侨民接触"战略,把居住在美国的外来移民和侨民纳入美国"巧实力"外交的总体布局中。本文分析了该战略的主要内容、出台目的和影响,本文认为该战略表面宣称是为了援助发展中国家,其实质是为了争夺国际影响力,以及通过侨民来改变其祖籍国。由于美国"国际侨民接触"战略刚刚实施,暂时还难以评估其影响,但其潜在影响力值得重视,应当进行跟踪研究。当然,我们也要看到,该战略的实施也面临资金问题、美国国内政治问题、人力和机构组织能力问题等方面的制约。同时,本文还就该战略对我国侨务工作的启示提出了一些看法。

U.S."International Diaspora Engagement" Strategy and Some Implications for Overseas Chinese Policy of China

This paper tries to analyze the contents,aims and influence of U.S."International Diaspora Engagement" Strategy.The author argues that:(1) the essence of the strategy is to contend for the international influence,and change the original countries of diasporas in spite of some measures for aiding the developing countries;(2) the strategy is worthy of much attention because of its potential influence even though it is just carried out;(3) the current effects of the strategy are limited because the implementation will be constrained by the problems of fiscal budget,domestic politics,coordination and cooperation of government branches etc.The author also probes the strategy’s implications for Overseas Chinese policy of China.
