Making Global Governance Legalization: A Challenge of Justifiability

From one aspect, global governance is seen as the governance development on the global lay. This option makes the authority as the core, while it also uncovers that the authority monopolization of the nations has been challenged in this globalization period characterized by "un- regionalization". From the other aspect, global governance symbolizes the global organizational character. It releases the global authority operation, especially on the microcosmic lay and displays the character that the final purpose is to control human instead of national border. We could understand the concept, global governance, from four aspects: fact course, mind, authority web, new human order. The existent problems are order justifiability and democratic lack across boundary. Searching a normative model for global governance justifiability is an important base. Rule of law is such a normative model.
