决策思维的基本范畴是对决策活动的深刻认识和本质概括,反映了决策活动的本质及内在联系。决策思维的逻辑结构,反映了决策思维基本范畴之间的相互关系及决策制定的逻辑过程。在各类警务决策活动中,除了必须充分考虑事实因素之外,还存在着影响决策者做出决策的另一类因素——"价值因素"。事实因素、价值因素在确定决策目标、制订决策方案以及评价选择行动方案的过程中,各自发挥不同的作用,少数价值因素会在其中起着根本性的导向作用。

Basically, decision-making thinking reflects one's deep understandings of decision-making activities and its nature, and reveals the essence and the inner link of such activities. The logical structure of the decision-making thinking tells the relationship between those basic thinking categories and logic process of decision-making.
