| 摘 要： | 2009年12月12日,郭金龙市长签署市政府第216号令,公布了<北京市供热采暖管理办法>(以下简称<办法>),<办法>自2010年4月1日起施行.
本文重点解读<办法>的适用范围、核心内容以及主要法律制度设计.
一、<办法>的适用范围
<办法>是北京市人民政府制定的规章.因此,它的适用范围是北京全市的行政区域内.<办法>调整的事项是:通过管道系统有偿提供和使用采暖用热以及相关服务的行为.
